The MEI Regime in Brazil
A study on the implications of financialization and labor flexibilization

The MEI (Microempreendedor Individual) regime was implemented by
Complementary Law No. 128, in 2008, to facilitate the formalization of
small entrepreneurs and self-employed workers, offering access to social
security and simplifying tax obligations. Over the sixteen years since its
implementation, the program has grown and developed, covering more
occupations and expanding the categories of workers it includes. This
study aims to analyze the relationship between the expansion of the MEI
regime in Brazil and the process of financialization. The hypothesis to be
developed is that the expansion of the MEI represents two phenomena
related to financialization: the labor market flexibility and the expansion
of financialization of social reproduction. Methodologically, a historical
analysis of the changes in MEI-related policies will be conducted,
identifying the key legal milestones that enabled its expansion and its
impact on the Brazilian labor market and an analysis of the expansion of
the MEI category based on indicators related to the microentrepreneurs
